Her career spans public health, healthcare delivery, academic innovation, and social determinants of health initiatives, with a consistent focus on transforming complex systems to better serve underserved populations. She has led large, multidisciplinary teams and high‑visibility portfolios with a commitment to operational excellence, ethical stewardship, and measurable impact.
Dr. Clark has secured and deployed more than $60 million in funding to scale community health, behavioral health, and social determinants of health programs, and has overseen a $44 million public sector portfolio and 290‑person workforce. Her leadership includes building integrated primary care and behavioral health models across FQHCs and community health centers; designing permanent supportive housing for Veterans and individuals in recovery; and directing multi‑sector maternal–fetal health initiatives addressing opioid use and neonatal abstinence syndrome. She was the inaugural director of CIPHER, a center dedicated to community‑engaged research, academic strategy, and workforce development in health equity and maternal and child health.
